Can I publish a website with site-builder using a different web host?

I have been asked to work on another site and I’m wondering if I can use yahoo site-builder with out yahoo web hosting to create and publish this other site.

This is not possible because Yahoo uses proprietary software for the builder. You could, however, download the static HTML pages then upload them somewhere else, then use a webpage authoring software like Microsoft Frontpage or Dreamweaver. If you’d like a free editor, try Nvu (http://nvudev.com).
